This is so true.
Often the saunas at Australian hotels are near resort pools and kids run in and out and destroy the heat.
Where I live I sauna five/six times a week and it is a routine that I find hard to live without when on holiday.
I too have had the experience of having a sauna in a couple of places in Finland.
The Radisson Blue in Helsinki has an excellent sauna though some aspects of it were a bit disconcerting.
I was surprised it didn’t open till 4-00pm as I knew the Finnish loved a sauna.
I was keen so I was there bang on four and sat in the sauna on a towel in my speedos as is the etiquette at my local.
Next thing about six naked men came through the door and plonked themselves on the timber stark naked.
I wasn’t sure whether I had stumbled on the set of a gay cough movie for a second but was quickly informed of the local etiquette of it’s stark naked every time in Finland or you look weird.
I said I had sensitive skin and the heated timber would be too hot for me to bear.
Let’s face it I didn’t want two fried eggs and a fried sausage and my modesty prevailed.
My excuse was accepted and I was shown the local sauna rituals.
Being Australian helped as they were amazed that I would sauna most days at home in such a warm climate.
I also saunaed above the Arctic circle at Apukka Resort in minus 10 degrees

That was what I thought when I first entered the room but no it was a private sauna and worked a treat

After seeing that pic and testimony, I'm now contemplating one of those in the house extension I'm about to start. Lots of ads for them on social media, typically in the yard as opposed to indoors. Was that an electric one? I want one that you pour water on the rocks.

From the panels I'm guessing that hotel one might be an infrared one.. heats you more from the inside.

As for water on the rocks.. you need to make sure the heater (and the rocks) can handle it. Adding water (steam) or smelling oils can also cause more maintenance versus a sauna kept dry

I'm more of an onsen person than sauna person.
But this one might fill OP's requirements...
They provided tea to add to the rocks which is extra extra nice.

Added bonus for being in your room and avaiable to use from check in till check out!

This was a pretty incredible sauna experience - Apukka Resort, Rovaniemi!
