Well the official rules state that you can only use the QP before a flight not after arrival, that is why posters are saying you could have but not guaranteed access. If it is only an hour I would simply go straight to the QP. You bag should come out downstairs and start making laps of the carousel. After a while the carousel will be stopped and uncollected bags will be gathered and taken to Qantas baggage services.
When you are finished with the QP, head down to Qantas T3 baggage services counter and collect your bag.
(Please note, when doing this, there is the very slight risk that someone may take a liking to your bags and decide to appropriate them.)
