I did refer the Qantas consultants to 14.5.5:
14.5.5 Surface Segments are permitted as part of oneworld Classic Flight Reward Itineraries, but the distance between the disembarkation point and the next embarkation point will be included in the Reward Point zone calculation for that Itinerary.
Two consultants, 12 hours apart, essentially stated that the website did not reflect the current rules and they quoted an additional part to the clause relating to both cities on the surface segment counted as stops, which was extrapolated to both counting as stop overs.
Seems illogical to me.
