Pretty sure liquor licencing laws are why they can't offer sparkling wine as a PDB before 10 a.m. (of course you can ask for it with your meal when airborne before 10 a.m.)

Completely made up. Yes they can serve alcohol on morning flights. The demand is obviously low so they don't proactively do it.
