For me upstairs is always a good experience.I prefer 23D downstairs, however, as this is your first trip in J I would highly recommend upstairs.
I was allocated row 16 on my last QF op-up SYD-SIN before Christmas. And it was only a 2 class 747....Naturally, you won't get the exit row 16
Also, some J pax may upgrade to F.You never know with upgrades - j passengers cancel at last minute - anything can happen. ...

Actually, row 16 can often become available in such circumstances. Only a QF Platinum member (which includes CL members) can pre-allocate the exit row.
I don't think this is any different to how it has always been. You call QF and "request" an exit row seat. The agent informs you that she cannot pre-select an exit row seat for you, but can send off a request to the seating department. This request is sent off for consideration. Sometimes the response returns before your phone call has finished and the agent can tell you which seat is now showing against your booking. Other times it can take a day or even longer for the reply to be returned and your seat selection to be updated in the booking. This is conflicting news. I am a Platinum member and have been reliably informed that you can no longer get pre-allocation for an exit row seat, it can only be a request put forward and there are no guarantees it will occur. I have been told/reminded as recently as yesterday when contacting QF that they can only request a exit row for me and not allocate a seat there so I managed to get great bulkhead seats for my sectors.
No seats, whether exit row or otherwise, are confirmed until you check-in and are presented the boarding pass. And even then they can be changed before you actually board the aircraft. I don't believe there has been any changes to this policy in recent times.Anyway the point is I am sure you cannot get a confirmed exit row anymore.
Since becoming Platinum I have asked QF to put a request in the system for an exit row aisle seat. The request was processed while I was on the phone but within a couple of hours the booking was changed to reflect an exit row aisle seat allocation. Seat allocations are never guaranteed, as I found last June, and excluding op-ups I have managed to keep my original seat allocation on most of my flights. This is conflicting news.
