Timetables published by State Transit Authority of NSW used to have a small print saying buses may wait for late arriving trains. That's how I learnt about this.

In the context of Lara-Avalon, I suspect drivers not going to wait.

Worthy of note, these seem to be timed specifically for Geelong originating traffic, most services depart 10 mins after arrival of Geelong trains and people commuting from Geelong. From Melbourne trains no pattern - some literally 1 min (with common sense you'd allow 20 mins). some 2 or 3 mins. One 43 mins (the late night one).
