I think those conditions apply for all the Singaporean HSBC cards.
I opened it through the relationship manager because I was moving there for a couple of years with work. I don't know how it would work if you are not moving there or don't have a residential address, but you should probably speak to your relationship manager in either the UK or US.Was the bank account straight forward to open? Did you go through the app to apply? I currently have US premier and credit card, home country being UK premier.
So it seems very unlikely to be accepted for the credit card based on that. I had heard about getting a secure credit card but again don't know if the rules would discount non citizens
