I'm unsure. Before I applied for it this month, I called through to complaints asking them to help. They spoke to new accounts, and new accounts said there is no reason on their end as to why if I apply this time, it would be declined. And yet here I am...
Don't think I can be much help but unless something has changed in the past few years, I don't believe it's because of you applying too quickly. I applied for the Reserve within 2 months of getting the Charge and was approved at the time.
Can't remember but was it advertised in the welcome material for the Charge that the Reserve is complimentary? I remember seeing it in materials they sent out about the changes to the Charge after the fee increase. Might be pushing it but perhaps you can point out that the materials say the Reserve comes with the Charge, albeit a separate application, which was part of the reason you applied so they should manually approve you (don't even know if that's possible though)?

Every CSA I've spoken to have almost laughed, as they have never heard anyone being declined.

It would be easier if you had a reference number to quote them. You should be able to find it on the rejection letter.

I was declined, after applying very quickly after getting the PC in the mail and making first spend. I have another AMEX with a modest credit limit and they told me that this may have been the cause. I suggested they just transfer the limit between the two products but they told me it doesn't work like that, despite anecdotal evidence from other posters that it can and does. Of course, can't really tell someone working in a call centre to check AFF for the correct procedure to follow ;)

Currently waiting out a 3-month exclusion period before I give it another shot. By then I will have taken a gamble by lowering my other credit limit... of course that's not such a drama anymore as I have the PC.

Thank you very much, literally 20 minutes later the card was approved.... Makes you realise how crucial it is that you get lucky in speaking to someone who knows what you are doing.

Identified the issue in 2 minutes, resubmitted the closed application, and approved it.

What was the issue that caused it to be declined on the first place?

First and foremost, the issue was no one wanted to look at it, they just wanted to see 'Declined', repeat those words over and over, without wanting to look into it.

It was with my payslips. They do not look at YTD earnings, they look at what you submit to them that is on those specific payslips. And that apparently wasn't enough, so I had to submit my most recent ones (again), which ironically showed significantly less, but "bumped it up significantly" (his words).

I received the text message while on the phone to him saying congratulations, expect card in 5 days etc etc.
