There would be enough space in J for 12 pax luggage assuming Y pax don't use it.
Also, the OP said that after he boarded with partner all the space was already taken. If it was indeed on a 737 it means only 10 pax took all the available space and that should not happen unless they had extra luggage.

I have seen people in business with 3-4 items in overhead.

This is the problem. People bring too much stuff on board and then there is not enough storage space left for others.
It's not fair that people who follow the rules should suffer because others choose to abuse the system.

Not always the problem. Often there is plenty of room in overhead lockers, just that it is not used that efficiently (ie people spread their stuff out over the whole o/h locker). I often will have a roll aboard + backpack + maybe DF item. On most international aircraft the rollaboard fits in wheels first, the backpack sits nicely on top, with the DF squeezed in behind the backpack, or if I can't fit backpack on top, I will slot it in on its side (instead of on its back). Many people are don't seem to want to stack anything on top of their rollaboards and spread their cough out over the whole locker, instead of stacking it on top of each other, leaving late boarders to re-arrange at their peril.

A sideways rollaboard when it should go wheels first is highly annoying.

The FAs usually try to organise the overhead luggage to maximise the space available and it's the pax responsibility to place any extra bags under the seat in front of them (if they can). The problem is most don't do that and prefer to take over all the overhead space.

The number of J and F blankets (and sometimes even Y) which come up for sale astounds me, especially as they are all STOLEN!

A FA on a flight I was on once told me to take the blanket with me. It had come up in conversation that my partner and I were transferring to a smaller plane for our connecting flight. She said "Those planes get cold and they don't stock blankets on those flights", and said I should take the one I'd been using. Never had that happen before!

I had to endure a loud conversation throughout most of a flight and a knee against my back once. However I didn't say a word because the likelihood of seeing them again was very slim let alone having to endure another similar experience. Even though it was a night flight, it was too early to sleep anyway.
