A "normal" level for fuel surcharges should be zero.
I agree with you but from memory the domestic fuel surcharge was decreased back down to $8 per sector or something similar not that long ago which is almost acceptable.

By the way I am the first person to say that fuel surcharges are wrong. Fuel is a cost of doing business and should be included in base airfare.

They extra will not be taxes. Will be taxes, carrier surcharges & carriers imposed fees.
Never ever confuse the real taxes (paid to governments) with carrier surcharges & carriers imposed fees

As post above this is not new. Same for QF, BA, MH and many others carriers.
