I don't want to get off topic with my experience on that flight and wanted to give the OP some context so they know their chances from previous experience when this occurs.
I had to argue for some compensation of faulty IFE on a very long haul flight in a premium cabin to get that 3000 points.
Yes I could have moved seats but the seat is also important. Was the OP offered to move seats either? If the flight was fairly full this limits your options, as it did mine (the only vacant seats in the same cabin were in the middle). Would you accept moving from a bulkhead row aisle to back row centre in Y to have functioning IFE? My not wanting to move to an inferior seat shouldn't discount or remove my eligibility to some compensation when QF advertise IFE as part of their on board services. My impression is the OP created this thread wanted to get an idea of how far this eligibility can go so I provided my experience with context.
