Yes, i think that’s right. But it’s not the people *in* their seats… they’re blocking the aisle fluffing about. And not scooting over to create a gap to allow others to pass, or stepping back into their seat row to put on coats, stow their ipad, or turn their phone on.

Unfortunately it does happen quite frequently that people behind row X simply stand and wait for those fluffing around to well… fluff around. I guess they think it is rude to ask to get past.
Another reason to prefer Row 1!
