Who understands NZ Departure Tax

Am I being too simplistic here but surely a common method across the whole country, which isn't really all that big, would be a logical thing to ask for :?:

IIRC, the revenue raised by these "Taxes" goes to the Airport Owners - not the NZ government. So it would need the airport managements to get together on this.
