You mean the system that is struggling to provide services due to lack of maintenance and upgrades, has regular brown or black outs every summer, which is why we got batteries? We also paid to install a smart metre so they dont have to employ someone to come onto our property to read the meter so what about the wage savings in that?So you want to have access to the poles, wires and transmission equipment, but don't want to pay the fee........
I would find a different hotel. Ive been in chinese non smoking rooms and they were disgusting, we threw away our clothes after that stay as the smoke stench was so badi’ve just booked a modern hotel in Saudi Arabia. Every room is listed as “smoking".

We booked a non smoking room at the Novotel in CDG. We opened the door and fa_ smell was disgusting. We didn't even go into the room but straight back downstairs and insisted on getting what we'd booked. You mean the system that is struggling to provide services due to lack of maintenance and upgrades, has regular brown or black outs every summer, which is why we got batteries?
