That's so weird; I wonder what the rationale is.They got back to me (in French). Apparently setting up an account in their Navigo app (rail in the Ile de France region) requires you to be in the Ile de France region.. Which is a bit odd, as I set up an account on a 'sister' app Bonjour RATP no problems.
