Unable to link General Lounge Pass to QF9 PER-LHR

Hoping anyone has any experience or can advise why I am unable to link a general complimentary lounge pass to any QF lounge in PER T3 or T4 prior to QF 9 PER-LHR (cash fare in Y). Ticket originates in PER.

I have multiple general lounge passes available and within expiry date, but when I click "LINK" next to booking references, I am advised:

All available passes have been redeemed or purchased.

I had no such trouble linking a General pass to the QF LHR lounge for the return on QF 10 (also in Y) in the same booking reference.

I note for general lounge passes: "these can be used at any Qantas Club domestic lounge, Qantas International Lounge or Qantas operated International Business Lounge (excluding Los Angeles Tom Bradley Terminal) when departing on a Qantas or Jetstar flight number."

There is both a QF-operated International Business Lounge in T4 and the Perth International Transit Lounge in T3. Either would be great!

I see no other exclusion relating to Perth on the Qantas website - the only mention is of complimentary passes not being valid for Singapore - presumably due to overcrowding issues mentioned elsewhere on this site.

QF-operated International Business Lounge in T4

You should be able to access this lounge, but as your flight departs T3 I don't believe you can link the lounge pass online. I'd recommend calling Qantas to confirm.

Perth International Transit Lounge in T3

Cannot be accessed with complimentary passes as it is branded a "Transit" lounge rather than International Business lounge.
