For an authorised user? No you can’t.

They used to mention that you need to provide itin or passport details Within 30 days of card would be closed . One could disregard that .
There might be option to provide passport details if one applies over phone .

From all reports here, yes they are

My current HSBC Premier + Amex Gold combo nearly rivals what Citi Strata Premier gets.

I get 4x dining (on Gold) and 3x on flights (on Gold) and 3x gas/groceries (on HSBC).

Only thing better on the Citi Strata Premier is 3x on hotels (HSBC is 2x).
