Here's a simplistic answer to your question. You asked what the penalty is. One is you'll be judged as a foolish troublemaker.

Yes they could but that could land them no man's land as once your gone through the passport control then technically your in Australia. going the other path might stop you from entering., just saying
I can't recall, but doesn't the smartgate pre-processing terminal ask if you have filled out an IPC, as one of its touch screen response questions?

What a lot of HOO HAA over something that takes 2 minutes to fill in !!!

Thats an old one, no more than 25grms of tobacco now. Interestingly no mention of a Fine anywhere. for refusing to fill in the card.

No, not that I recall

My right to say NO.
There are many things in society which we don't have the right to say no to.

Im just asking the question and so far no one has given me the answer.
Well they have, and they've listed out the exact penalty for not doing so. I think it's a case of everyone here loves to travel, and doing something like that would be about as stupid as you can get, and a surefire way of ensuring that you never have good travels again.

I would say "obvious troll is obvious", but I can see you've been a member here longer than me.

Yeah some may say that, some may not, but that's why we have the freedom to ask questions for now, soon maybe you wont.

Best go watch some TV .

OK the OP is obviously having a lend of us.
I think he should do exactly as he proposes to do and he may just find that BF can make life very difficult for him without breaking any laws.
Then it will not only BF officers having a laugh but when word gets to AFF everyone here will have a belly laugh as well.It is our right after all.:D

But do you have any such right. As there is a nominated penalty, it would seem to be exactly the same as a highway speed limit...and last time I looked, you don't have any right to exceed that.

I’m all for exercising my rights but strangely I don’t find filling in this form to be abusing them. It’s a pain yes and the boxes are too tiny for my eyes but hey ho, it’s a silly little form that bears no impact on me.

What is reason for not wanting to complete form? You are some sort of instigator?

I get the impression he thinks it will show that 'he stands up for his rights.'

Though it's not the impression it relays to me.

It was ( perhaps) just a hypothetical question that has managed to ruffle quite a few feathers

New Zealand Customs and Border agents can now demand passwords for any electronic devices you bring into the country.

So can many countries, such as Australia. It has been asked of me and I complied because I wanted to keep my phone and make my connecting flight!

The new law also allows Customs agents to collect biometric data from anyone entering the country. That means they can take your fingerprints, photo, or iris scans, store them, and share them.

So do many countries. I haven't been recently, but doesn't the USA fingerprint arrivals? I know Singapore certainly does.

I can see your point that we're living in a world with an increasing message of "if you haven't done anything wrong then you shouldn't mind giving up personal information" – or as they say elsewhere, guilty until proven innocent – but we're not going to change the system. Even if we elected people who believed in the same level of freedom that we do, they'd be corrupted and their eyes opened to the big bad world by the time it came to make a choice.

Im just asking the question and so far no one has given me the answer.

You asked what the penalty was, it was quoted as up to 10 penalty units, which were further explained to you as being worth $210 each. Seems like the question has been answered.

I guess with an IPC you have the ability to refuse to complete it, but there is a potential penalty attached to that if you chose to refuse.

Speeding can harm others, so the choice of whether to speed or not is something quite different to an IPC which on the face of it doesn't have the potential to cause harm. Although it might waste public time.

CEO of Boarder Control, so the Customs is a Corporation not Government, so its more likely policy not Law.

Not at all. You can have government agencies with a CEO. They are very much part of government. Most government departments have Executive Officers. Smaller ones might not have a permanent secretary, but rather a CEO (a bit like when states have premiers but territories have Chief Ministers... it doesn't mean the states aren't government just because they call the top job something different).

I don’t know the answer to the original question. But, one person I wish to stay well away from is Peter Dutton and his fiefdom.
