Here's a simplistic answer to your question. You asked what the penalty is. One is you'll be judged as a foolish troublemaker.
I can't recall, but doesn't the smartgate pre-processing terminal ask if you have filled out an IPC, as one of its touch screen response questions?Yes they could but that could land them no man's land as once your gone through the passport control then technically your in Australia. going the other path might stop you from entering., just saying
What a lot of HOO HAA over something that takes 2 minutes to fill in !!!

There are many things in society which we don't have the right to say no to.My right to say NO.
Well they have, and they've listed out the exact penalty for not doing so. I think it's a case of everyone here loves to travel, and doing something like that would be about as stupid as you can get, and a surefire way of ensuring that you never have good travels again.Im just asking the question and so far no one has given me the answer.

What is reason for not wanting to complete form? You are some sort of instigator?
I get the impression he thinks it will show that 'he stands up for his rights.'
New Zealand Customs and Border agents can now demand passwords for any electronic devices you bring into the country.
The new law also allows Customs agents to collect biometric data from anyone entering the country. That means they can take your fingerprints, photo, or iris scans, store them, and share them.

But do you have any such right. As there is a nominated penalty, it would seem to be exactly the same as a highway speed limit...and last time I looked, you don't have any right to exceed that.
Standing up for what you believe although Border Force are not the feathers I'd like to ruffle. What is reason for not wanting to complete form? You are some sort of instigator?
CEO of Boarder Control, so the Customs is a Corporation not Government, so its more likely policy not Law.
Not really. I think everyone has just topped up with the popcorn watching Border Control. It was ( perhaps) just a hypothetical question that has managed to ruffle quite a few feathers
