Is there a difference from from normal economy on overseas flights?
There is a big difference on Qantas. Better food, better wine, better service (1 FA for 32 seats I think on 747), wider seats, more legroom, more seat recline.

We investigated Prem Economy, but decided it was not worth the extra money. We looked at V Australia, Air France, Virgin Atlantic, and some others out there. We liked V Australia but it was Prem Economy from Aus to Abu Dhabi and Economy to Europe, not Prem Economy all the way. Also Could not get a direct Melb to Abu Dhabi flight only thru bloody Sydney, same with Virgin Atlantic. We have got Business class fare for near the same cost as Prem economy after some leg work (From Flight Centre).
