thanks for that reply. And so do you know what action if any would be taken against an Australian who exited via NZ and then returned to Australia? I mean surely we cannot be in the business of deporting Australians? Or do you know whether those people going to get a fine? Or get sent to jail?

The fact that I am even considering this option shows how desperate I am.

The fact that a goody two shoes, loyal, diligent, law-abiding citizen like me is considering this option shows that the government is starting to have a social problem.

People should be able sign a waiver that they understand the onus is on them etc and the gov will not be able to provide consular assistance in providing help getting back / medical care etc.
 
Personally I'm still thinking we will get to the 80% of eligible rate. Yes, probably slower and harder than some want but still doable. Just setting a target increases the chances it will be met.

And Israel has already vaccinated over 80% of adults, with the UK likely to do so next month or so, so it is doable and I don't have a lot of truck with the 'it cant be done' brigade. Not saying it will be easy and some will resist but that's where the carrot and stick will come into play. Freedom from lockdown will be one of the carrots but already others are starting to appear.

Its never been about leaving, its been about providing a quarantine space on return.

To get to 80% would need the biggest sharpest stick anyone has used since WW2.

But in the UK approx. 90% of the adult population have received at least their first dose. So what's the difference between there and here?

Checking? Stopping? Two different issues. They have to check everyone’s exit plans but that doesn’t mean stopping and I know of a few who did exactly this before the bubble broke.
 
The NZ system is much better.

MIQ places bookable in advance.

No restriction on leaving.

It certainly hasn't caused them to lose their zero covid status.

It's not perfect either. It's currently booked out until November. So doesn't leave much room for sudden changes in plans.

Singapore system is even better - discourage people to leave (if you get Covid within 14 days of returning - you're up for your medical bills) but have no restrictions on returning - at the moment about twice the number of HQ places as Australia, for 1/5th the population. But for most Australians, the restrictions on leaving the country are probably vastly preferable to the impingement of freedoms to deal with the higher risk of escape from greater number of travellers ... i.e. permanent mask wearing - indoors and outdoors - as well compulsory (and enforced) QR code checkins and permanent restrictions on hospitality (no alcohol service after 10:30pm!)
 
That’s why we should be doing home quarantine now which is proven to be safe and effective in other countries and for people like the PM.
I would be more convinced of that if at EVERY press conference the police weren't standing up and talking about all the fines they are handing out. Some of those people will travel too!!

Well the bond could be required to be paid prior to departing Australia if not eligible under existing criteria for an exemption.

Anyone who was in Australia less than 3 months ago without an approved short term exemption could be made ineligible for a hotel quarantine place on flights.

Those already overseas eligible for home quarantine could pay the bond to get places outside hotel quarantine caps to fly home.

There are ways of making it work.

The point is that bonds are more effective than fines as bonds have to be paid in advance. Getting people to pay fines after the fact is more challenging and less of a deterrent.

A bond could help cover the cost of fines, plus hotel quarantine or deportation. If the person does the right thing then the bond could be refunded perhaps less a fee (smaller than for hotel quarantine for an equivalent period) for helping to cover some of the compliance enforcement costs to check up on people in home quarantine.

Well they would provide more scale than now. It shouldn’t have to be completely open or what the situation is now. There should be something in-between before we get to 70 and 80 percent fully vaccinated.

I don't know what they're checking? Maybe for statistical purposes? As Pushka mentioned, NZ have said they don't have the legal power - or the will - to stop Aussies leaving for another country. They don't even stop their own citizens departing!

As for fines - the PM said they wouldn't use them for people coming in from India, so would they use them for this?
