New Security screening for Emirates at Dubai

I just came across this. I am not sure if it is new as I cant access a date on the page, but I haven't encountered this before.
If it is a new screening measure, will it just apply to EK or will QF to LHR also have this?
They do not say what checks they will do when you present your powered up device. Will you be asked to supply password? Oh the joy to be powering up the phone, the kindle and the laptop, then shutting them all down and repacking..... perhaps I should just leave the work laptop in the check-in luggage and ask for a fragile label:p

All those travelling to USA, Canada and the UK are required to switch on their electronic devices at the Dubai International airport or risk being denied access to fly. Please ensure that your electronic devices have sufficient power before reaching the airport. This is part of enhanced security measures required by the authorities of these countries.
All hand baggage is subject to screening. Screening will be done at relevant boarding gates, for flights departing to destinations in the US, UK and Canada.

This has been going on for a few months now. TSA got a bit paranoid over the idea that explosives could be made to look like laptops, phones etc and don't think anyone would be able to still have a battery large enough to power the device for a few minutes.
