New JL HND First Class only Check in

When I checked in for JL37 yesterday, there was a small roped off section at the back of the JL check in zone closest to the main security checkpoint that had F signage (and oneworld emerald markings). There was a staff member at the entrance with a tablet checking peoples names against a list.
The staff member then redirected people who were emerald, but not flying F, into the next door area which had J/Emerald/Sapphire markings.

There is also a small room with a private security lane. Entry beside the J/status security entrance and exit next to the security repacking area near the customs desk.

Excellent. Pity more airlines don’t do this.
 
Given "Access to First Class priority check-in" is a stated oneworld emerald benefit, how do they get away with this?

Because there's still First Class check-in desks (but not in a private room), which I suppose is now effectively an emerald check-in.
In Haneda on Saturday they did have signs saying Priority check in JAl diamond members and OWE.
