Looking for advice to redeem a credit voucher

I'm looking for some guidance with a flight itinerary I'm looking for, and using a credit voucher to do this.

Late last week I was offered double status credits by Qantas for any bookings made by the 19th April 2019. The catch is the itinerary has to be international and only Saver or Flex fares qualify.

I was planning to go to Bali in November anyway so decided to take advantage of this offer. However, no matter what I tried, I couldn't book an onward Economy flight to DPS and return to SYD on Business class. It seems the only way I could achieve that was to book a one-way ticket there, and another one-way ticket back home.

While making the dual ticket booking, I got distracted with something else and wrongly ended up booking the full return itinerary on Economy Saver instead, rather than having the return on Business as I had intended. I tried to modify the return leg on the Qantas site but couldn't so decided to cancel the itinerary and get a credit voucher instead so that I could use it to start all over.

Having received the voucher, (among other conditions) I discovered that a single booking must be equal or greater than the value of the voucher ($1807), and also that the voucher could only be used for flights out of an Australian port, which means I couldn't do a 2-ticket booking.

I then tried to ring Qantas this morning to sort this out but had a recorded message that there was heavy traffic and to call back later. I resorted to their SMS facility and after hours of back and forth, I was told that to use my voucher I was up for a $125 change fee, an $80 service fee + any price differential. When I queried about the $125 change fee (as I wasn't changing anything), I was told it was still chargeable.

What's this change fee for and can I get that waived? It seems unfair to have to pay nearly $200 just to be able to use a credit voucher.

Would be keen to know if I have any workable options with this scenario. Thanks.
