I've seen this on MH a few times now. It's odd when you are in paid business and the passengers around you get a completely different in-flight service.
For me, it's been on some regional international flights. I'm not sure where it's offered.
As a paid business class pax, it's service as usual, complete with linens and several course meals etc. But the LMU EY pax get their meals from the economy trolley. And if that's a meal in a box, that's what they get! With economy disposable cutlery and a small bottle of water that's being handed out in economy. All on an economy class tray.
At first, I though it might be staff travel. On one flight, the pax beside me was occupying a seat that was showing as empty when I checked-in. And only received economy offerings in flight. But on another flight, that was showing just 2 business class seats occupied a few hours before departure, I was surprised when check-in staff told be that business class was full. They had apparently processed upgrades just 15 mins earlier. And only the 2 pax with paid business class tickets were offered business class service.
On a 737, it's a nicer seat, I suppose. And the LMU pax do get lounge access. I don't know if the LMU's can order business class drinks on board or not.
It's apparently quite cheap.
I don't think it does wonders for MH's image when it's trying to promote the business class cabin as more exclusive.
