Decided to give this place another go as I had seen they were actually trying to bring it up to standard. Also everything else was $270+.

Warm welcome, staff laughed at my terrible jokes and I was quickly upstairs with a freebie drink to attend a boring Teams meeting. Welcome amenities very welcome indeed. Breakfast had the usual bain maries of hot food, cereal, cold cuts (no salmon).

BUT

It's still kinda dingy. Some hallways have been painted but not all. I got hassled by homeless people on the way in and the way out (I had left work early just to make sure I was there before nightfall but still not enough). There was rubbish in the room left by previous guests. But by far the worst - there was an angle grinder blasting 40cm away from my bedhead at 7:13am. So yay they are doing renovations but surely the hotel wasn't full and they should organise such things when the neighboring rooms are empty.

So still firmly in the "only if <$100 and no other choice" category for me.

The Spring Hill area is still a bit undesirable. Definitely a rate discount partially from the area it's located in. I wonder how many international tourists get caught out and get shocked at the uncomfortable amounts of homeless people/drug users around.
The lunch/dinner menu there is pretty decent though, so I do frequent.

At Spring Hill, I've found The Johnson Art Series to be excellent value over a couple of years and not in a dingy locale, although the last time I looked it was expensive. May have been an event?

I actually adore the Johnson. It was the $270 one which seems to be its normal price. Again the area around isn't brilliant but far far fewer homeless (who I feel for, really I do; but I don't want to be panhandled or catcalled on my way too or from work!).
