I'd have thought that just by completing the 4 weeks will be enough to increase the target for next time ($10 increments IME). Individual shops within the task don't seem to change the increase IME.

I've found that as long as I stay close to the target and only go over a couple of dollars, it doesn't seem to increase.
Go over $5 or more, it starts increasing.

I'm on $70 this time which is the same as April, ie no increase. In April I had 5200pt/$130 and 4400pt/$130 offers that stacked with the weekly $70 shops. One of those shops was over $200. So, no increase for greatly exceeding the weekly target. However, wife did similar and this time her target is $80 up from $70 in April.

Looking back at previous emails for the last year or so, my target amount rarely remains the same after successfully completing the 4 weeks. I'd say I end up more than $5 over the target more often than not. Algo can be delulu.
