They are definitely of Japanese origin. However the waving cat (Maneki-neko) itself is a cat to collect fortune rather than just waving hands, all the Chinese/HKers adopted it as their own.

A decade and more ago, Hong Kong/Kowloon was riddled with vendors selling these cats. Stanley Market, "Ladies" Market and many other places.

Seems they have become passé ...

I guess growing up in Hong Kong meant that I never noticed these things (ie. the smell) you've mentioned but always nice to read from another perspective.
