Exiting SIN airport during transit. Minimum 8 hours required?

I was watching a YouTube video the other day. There was a shot of a sign at SIN immigration saying you are only eligible to exit the airport if you have a minimum of 8 hours till your next flight.

Has anyone seen this before? I cannot find anything online.

SIN airport used to offer those free tours if you have a minimum of 5.5 hours, so this seems to contradict that 8 hour requirement.

This wasn’t the case last week (26th October 2022). I had a 4 hour layover with tickets on two different airlines and went through passport control / immigration to go to the jewel, pick up my baggage to recheck etc.

Good to hear. They must have removed it since.
 
Perhaps this was a COVID restriction which is no longer in place?

No idea. It was September 2022 but it's strange that I couldn't find anything online, not even old pages.

Same here a couple of days ago… but it was separate tickets, which necessitated an entry to Singapore. We had just under five hours layover and stated ‘transit’ on the pre-arrival online form. No issues at immigration, although immigration was very - very - slow.
