Yes it is slightly shorter. It won't make a difference for award categories, except if you were travelling onwards from LHR back to FCO or VCE. PER-DXB-FCO/VCE just scrape into Zone 8.

Having EK flights at partner award rates is a big fear for PER based customers. Currently, PER-SIN-LHR return is 224,000 FFP when travelling in J on QF. With QF gone from Asia to Europe, PER-DXB-LHR return will be 242,000 FFP when travelling in J on EK (assuming the QF code share awards will be very thin on the ground). ASA will also not be available as these have to be on QF metal. So PER customers to LHR will end up paying at least 18,000 FFP (more if you travel via HKG) for no real benefit at all.
