Can't select seats in PE

So I booked a flight SYD-LAX to take advantage of triple points. Generally I travel in Y as I am only short and don't like a lot of fuss but this time around I have booked PE through an OTA. The flight now appears in My Bookings in Velocity but when I go to select seats I am advised to contact Guest Services. Is this normal for a PE booking?
 
Who is the carrier? Does the carrier have PE? For example if the carrier is Etihad, I am not sure if they have any PE.
 
I know previously when booking with Amex travel or the like, I haven't been able to select seats online, but a call to Guest services makes seat selection the same as available if you were to look at a dummy booking online.

I had the exact same issue just recently with PE SYD to LAX booking done via an online booking agent. Got the same message as you. Instead of calling up I downloaded the VA app and was able to select seats just fine via the app.
 
one of a few reasons I prefer booking direct. Never have that issue then.

Thanks heaps for this advice. I didn't even think to try through the app but did so this morning and my seats have now been selected. I think VA might need to spend some cash on their IT systems
