Can an underage SG guest family into a QP?

Similar to my other thread, I had an epiphany when thinking about QC guest passes - why not aim to get one of my kids to SG using the DSC offer?

My question is - can a 7 y/o child guest in his mother and 12 y/o sister? I know he can't enter the QP by himself....
 
In theory, the child could only enter the QP if accompanied by they mother/an adult. 12 year old doesn't count towards guest allowance.
