Well I believe your link states that masks are required despite what the NSW Premier said at a press conference.......(I shall use the good old bolding lol)
Face masks
If you are in Greater Sydney, or you have been in Greater Sydney in the last 14 days,
you must wear a face mask
- over your nose and mouth
- when you are indoors at non-residential premises, including workplaces.
You must also wear a mask at a COVID-safe outdoor gathering or controlled outdoor public gathering.

face mask rules page gives advice on when you can remove your mask. In addition to those rules, you can also
remove your mask when you are
- doing strenuous exercise (except when you are in a gym class, or a dance class at an indoor recreation facility)
- at a correctional centre, place of custody, or hospital
- in a school or early education and care facility
- a resident at an aged care facility
- a guest in a hotel/motel room and in your room
- on a construction site
- in the process of getting married
- working alone in an office (until another person enters)
- in a vehicle alone or with another person from your household.
