Maybe Victoria needs to take lessons from New Zealand. They have a whole website on incoming Quarantine

Quarantine in Vic is now vastly different than it was, and so one can speculate that they have learnt some lessons. ie Now run by Prison Vic, and they have also hired dedicated staff (many stood down Qantas employees including one I know) whose sole job is this. While international quarantine has ceased for now quarantine still runs in Vic for various people including health workers.

NZ Quarantine has had its own recent troubles too. Several issues in the first wave , and more recently 3 known recent breaches one of which has generated 5 known community cases. Plus the second wave where they still do not know how it got into NZ, but they do know through genomic testing that it was not related to their first wave cases.

Some breaches are going to happen though if you have Covid 19 cases, as no system is perfect. Apart from NSW and NZ quarantine breaches you only have to look at health workers (though their risk will be greater).

"So" ... next question - who authorised the Secretary, Department of jobs, precincts and regions to sign such a contract for and on behalf of the state of Victoria?

"So" ... next question - who authorised the Secretary, Department of jobs, precincts and regions to sign such a contract for and on behalf of the state of Victoria?

I did say to my wife that someone must have signed the contract. Presumably they did have the authority to do so.

I still the the bigger question is, or at least should be, who was responsible for Hotel Quarantine and what was their strategic plan.

Private Security Guards are used in most, if not all jurisdictions.

So it should not really be "why" they were used, but "how". Indeed who was meant to be deciding and implementing the "how" ? To get better we need to know what aspects of the "how" were wrong.


Now I do not expect perfection, and in particular in something as rare as this pandemic has been where experience will have been lacking.

However what I do expect is a "reasonable process" and "reasonable steps" to achieve it. Mistakes would happen, and wrong decisions made. That was inevitable. Part of the process should be regular review so that improvement can happen. All this apparently seems to have been lacking, and that to me is the main problem.

The media (and many others) have totally lost the plot and don't seem to have a brain to share between themselves.

Chasing down the exact person who decided on private security guards is totally & utterly missing the point. Private security guards have been used in at least three states of Australia and others places overseas for that exact role and that decision is not what caused the problem.

The execution of hotel quarantine and the overall processes are what resulted in us being where we are. Who was allocated the job of managing the program ensuring contract conditions were being met. Who was the project manager reviewing where the "project" was at, and fine tuning the process so it operated effectively and smoothly. Who wrote the procedures to be followed, the precautions to be taken.

Whether state police, federal police, ADF, private security guards, prison wardens, or kindergarten teachers were used is totally irrelevant to making sure it doesn't happen again. None of the options that have been alluded to by various people with regard of the source of "guarding" are trained for an infectious medical containment process. Not even nurses in our hospitals were fully au fait on what to do until they received relevant training.

Anyone, regardless if from from your local high school kids through to a group of high ranking officers from the ADF would need to have been properly kitted out and trained on what to do and monitored - and that didn't happen. Whoever decided on what resource to use and sign the contract has buggerall to do with what we actually need to know.

Our last pandemic was just 10 years ago. 2009. If we do not learn and understand exactly what happened with the chain of comms from the two levels of Government and we do not get our collective acts together to implement a proper strategy and internal lines of decision making in managing this then history will repeat itself. Again.

So I'm in the camp where every state, and in particular Victoria, needs to nail down the issues and in order to do that it needs to be determined which Department did what in the process and what needs to be done better. How can that be done if we don't know where it all went wrong for some.

Hoping Melbourne curfew ends tonight.

It won’t it’s been announced multiple times this week it is staying regardless. I personally think it should stay until step 3 is achieved.

I hope that more industries are opened up to higher capacity - Melbourne as DA described is literally the ‘engine room’ of the AU economy especially with advanced logistics that service the rest of the country.

There is a massive massive log jam now so I’m hoping we are going to see more people SAFELY being able to return to work.
