Does anyone know if the new Victorian permit system replaces the previous transit permits? Next week I've got to drive through Victoria from Melbourne airport to Griffith and return the next day. They appear to still be distinguishing between "coming to Victoria" (entering and remaining) and "transiting through". The new permit system appears to only apply to the former but it seems a bit vague.
I've been unable to get a clear answer to the above question so re-applied for a permit to transit through Victoria. Process was exactly the same as the last time I applied and new permit came through immediately.
The permit is almost identical. The difference is the time allowed in Victoria. The first permit was valid for 14 days after entry into Victoria. The new one is valid for 24 hours after entry into Victoria.
 
So a fine has been introduced in Victoria for if you fail to enter the state without a permit.

However has not such a penalty system been used by multiple states for many months with many already fined ?

Other fines include:
  • A 49-year-old stopped at the border closure on the Riverina Highway and Murray Street, Lake Hume Village. He did not have a permit to enter NSW and had already been turned away from another checkpoint earlier that night.
  • A 53-year-old Victorian man fined for failing so self-isolate at a hotel in Sydney. He was granted a Critical Services Permit to travel from Melbourne to Sydney where he was directed to self-isolate.
  • A 46-year-old man who allegedly made a false claim on his permit application. He was fined $1000 PIN for trying to cross the border with a permit that did not meet the purpose for his travel.

Five Sydney residents fined $20,000 after falsely crossing Queensland border​




Police have warned people risk a $4003 fine for providing false information on their border pass.

The latest border pass will be valid for 14 days and is available at Queensland Border Declaration Pass
 
So a fine has been introduced in Victoria for if you fail to enter the state without a permit.

However has not such a penalty system been used by multiple states for many months with many already fined ?

Those cases suggest there was a penalty for providing false information but not for failing to apply for a permit and arriving, or being turned away once and trying again. So I'd suggest it is a difference between being deceitful versus not being aware of the requirements (and these days, that is a very plausible reason)

So as he had not crossed the border but arrived at it twice, would not the penalty and offence be for not having the permit?

Having arrived at the border twice in a short space of time my presumption would be on at least the second visit that he would have been well aware of the need for a permit to cross the border.

I assume that a person in applying for the Vic Border permit could say that they have not been in a red zone when they have?

So why is the Vic penalty system any different?

Note that with any covid fines that police have discretion as to whether the penalty notice is issued or not. Plus people can and have appealed when there are extenuating circumstances.

I think that's right.

IIRC when Brisbane was in total lockdown, somehow people were still getting to BNE airport and boarding flights to arrive in Victoria. Now Victoria couldn't enforce the Brisbane lockdown, but these new fines would hit once someone got to Vic.

A little old man turning up at the border because they had no idea a permit was needed is unlikely to be getting a fine.

Woohoo, Qld as of today has dropped the requirement on Victorians entering Queensland to have a test after arrival unless they have symptoms.

That also means (though was not stated) that the requirement to quarantine on arrival till a negative test result will have been dropped.

....people travelling from Victoria. It could possibly include a person transiting Victoria ;)

PS Qld webpage not updated when I just looked - still refers to requirement for people travelling from Victoria lol
 
NSW. Wife (earlier reports were it being a household contact) of emergency patient has also been reported now as having tested positive.

Off topic but it's very interesting now that "The Cloud" has been promoted to be the "safe and secure" way to store your imortant data that so many clouds have very poor security and a malicious ransomoware waiting for many. e.g. Ransomware attack causes three-week NT Government system shutdown

One should remember that "The Cloud" is just a bunch of hard drives in a 12 year old's bedroom!

I think you are splitting hairs there to make that point.

I only watched the start of the NSW Presser but as I assume the ABC is accurate there were 4 new mystery cases today as the source of their infection remains as yet unknown.

  • Two of today's new local cases live in the northern beaches, being a man and a woman in their 40s who are household contacts of each other. Their source of infection is still under investigation.
  • The two cases reported on yesterday were: a man in his 40s who attended the Mount Druitt emergency department on Saturday, January 9 and a woman in her 40s, who is a household contact of this man. The source of their infection remains under investigation. Close contact have been identified, isolated and tested.
  • One of today's new local cases was a woman in her 40s linked to the Berala cluster. She was a known close contact and in isolation and visited the BWS in Berala on December 29. Here's what Dr McAnulty said about her:

"This case was in isolation during her isolation period and it reflects, as the Premier said, the importance of doing the right thing and staying in isolation.
"Sometimes we can have quite long incubation periods.
"People need to stay in isolation for the full 14 days as directed by public health officials.
"It's also important that people are tested at the beginning of the time they go into isolation and at the end, and if you get any symptoms throughout."


 
I think you are splitting hairs there to make that point.

How? There are penalties in multiple jurisdictions with respect to permits.

How they are enforced is a different matter.

So far those that arrived when the system was not working were waived through (as long as eligible to travel) and no fine.

And I very much doubt that those that look to drive into Vic would be fined $5000 immediately, but instead would be reminded on arrival (signs, person asking etc) at the border with appropriate reminders to get the permit online (quick process). If someone then tried to cross yes I am sure that they have a penalty notice issued.

Those that look to fly in would presumably have a tougher stance. But given the speed of the process an arriving person could as soon as the wheels touch down go online on their phones and complete the process as long as they were not from a Red Zone.

I would also assume that the airlines would remind passengers before they land, and probably before they take off (and especially from a Red Zone airport) to complete the Border Permit application.


Then I could be wildly wrong and everyone appearing at the NSW Border will be fined immediately with no appropriate reminder signs or other communication on the need for a Border Permit.

NSW coronavirus local cases increase again, virus 'bumbling along' in NSW community according to Gladys Berejiklian as John Barilaro tells Mark McGowan to stop lecturing​


NSW recorded five locally acquired coronavirus cases in the 24 hours to 8.00pm yesterday — two of which were reported yesterday.

Two of the other cases were from the northern beaches and one is linked to the Berala cluster in Western Sydney.

The northern beaches cases are a man and a woman in their 40s who are household contacts and the case in Berala was a close contact of a confirmed case and was already in isolation.

Yesterday, Mr McGowan claimed NSW's strategy of suppressing the virus was out of step with the rest of the country.

But Mr Barilaro today said the WA Premier was "offensive" and a "goose".

"He seems to like to lecture New South Wales ... if he wants to be the goose, he can continue to make those comments," Mr Barilaro told the ABC.

NSW Health last night announced several new venues that are associated with today's new locally acquired cases.
