Amex to Velocity 15% bonus

Hi all,

Got this offer from Amex this morning, not sure if it’s targeted: transfer twice and get 15% bonus Velocity Points.

I don’t fly Virgin Australia much, but I wouldn’t mind using the points on Singapore Airlines.

Question 1: Is 15% a decent Amex transfer bonus, or do they usually offer higher?

Question 2: If the goal is to fly Singapore Airlines, is it better to leave the points in Velocity for now, since they don’t expire as long as there’s some activity (like a 7-Eleven coffee)?

It's not targetter, and part of the normal November campaign from a bunch of banking partners.
Middle of the road for Amex, probably about average, but they vary between 10% and 20% .
