As far as I understand, the link with the ACT is purely historical.
There was even an agreement to excise a rail corridor from NSW to construct a rail line between the two.
But this never came to fruition and I don't think there are any surviving links between them.
It is under the direct control of the Commonwealth Government, not the ACT Government.
It is administered by the Commonwealth Department of Infrastructure, Transport, Regional Development, Communications, Sport and the Arts (since 2022).

The Accor ALL is the free loyalty membership. I don't believe it's them you want to speak to re your particular stay plus issue.

Under the Act you quoted pretty much all ACT Laws apply to JB.

Correct, the “Canberra Council” doesn’t have authority over JB. That was probably a conscious decision to excise that out of “self government”.
