Airport International Upgrades - Australia

It's come to my attention that some Qantas onshore (australian) ports that service International flights, are starting to offer upgrades for the flat fees (after all points upgrades are completed). This already occurs in some international ports but can be quite random when they offer it.
Anyone had any experiences of it yet?
 
I asked about the option of an upgrade from discount Premium economy to Business from SFO to SYD on QF in Nov last year both at check in and the gate. Both times the person refereed to a sheet of paper and offered me one for $1000USD (i don't have status), I assumed this was standard practice to stop people asking for upgrades, maybe some reps now just offering these?
