It appears there were more than one truck - "truck and company" and ATC approved RWY crossing in front of the Jazz express (accident aircraft)

Possibly the aircraft JZA646 had just landed or about to land when approval given for the more than one truck to cross the runway.

I;m having a difficult time believing that the controller said that he messed up given that the ARFF truck was on the wrong taxiway. I suspect that the investigation will find that it was a Swiss Cheese thing like most incidents. If as reported that LaGuardia runs just one controller on nightshift then that is just stupid even if it turns out to have not played a part in the incident.Some images and additional comments from ATC here
