Yes, all the rules apply, 15.6.1 reinforces that

".... less any applicable cancellation fee (or refund fee) set out in the Fare Conditions...." (Clause 15.6.1)

First Sale commercial fare rules (obtained today from QF site)

"..
  • For tickets issued on/before 03 December 2013 OR tickets issued on/after 04 December 2013 for travel on/before 15 February 2014
  • Before departure
    • The refund will be the difference (if any) between the fare paid and the applicable fare for the journey travelled, less 50 percent.
  • For tickets issued on/after 04 December 2013 for travel on/after 16 February 2014
    • No refund
  • After departure
    • No refund
  • Qantas & Jetstar Any Seat Award:
    • If this is a Qantas & Jetstar Any Seat Award and the itinerary has been partially flown, then a proportion of the money and points originally used to obtain the award will be refunded to the applicable Member. The proportion refunded will be the remaining ticket value as allocated by Qantas as a proportion of the original ticket value.
    • This fare may be used as credit towards the payment of any higher fare from the point of origin, provided the new fare conditions are met.For tickets issued on/before 03 December 2013 OR tickets issued on/after 04 December 2013 for travel on/before 15 February 2014,a reissue fee of A$150 per person applies.For tickets issued on/after 04 December 2013 for travel on/after 16 February 2014, a reissue fee of A$200 per person applies or after No Show A$300 per person applies. If the new fare is cancelled the original fare cancellations conditions will apply. This credit must be used within 12 months of the original tickets date of issue.
    • Any refund or credit is the Australian dollar price...."

According to above, there is a distinction between a commercial F Sale & ASA fare rules (in my little example of after Feb 16th dates):

1) No refund for a F sale commercial fare, but

2) Full refund for an ASA (per 15.6.1)

To get a full refund for a commercial fare, one needs to buy a Full Flex F Fare (another few $$$)

Legroom, 15.6.1 talks about how refunds are dealt with if they are required by the fare rules, not whether they are negated by being an ASA?

15.6.1 A refund of an Any Seat Award will only be made in accordance with the applicable Fare Conditions and these Terms and Conditions
 
Rules can vary and you need to check each and every time you book.

e.g. SYD-LAX JASA I have seen permit only one stopover with service fee but no change fee for alterations. LAX-SYD was booked with unlimited stopovers and no change fees or service fees.

Both were fully refundable.

Please do not misunderstand that I am "argumentative" or polemical.

Just being a simpleton trying to understand a simple Q put forward by the OP: is FASA refundable ?

Yes, I do follow serfty's rule that every booking (and Markis10's rule that every city pairs) may have different rules.

The Q is then rephrased as: if the commercial fare rules for that route / city pairs on that date is XYZ, what would the fare rule for a FASA on the same flights be ?

Identical to the commercial rules or .... treated differently ?

If we could have a pointer there, the OP could look up the commercial rules of the route he is having in mind and weigh up his options *.

If not, in what way it will be different (as a FASA) ?

We dont know the answer because they are no longer online and visible. They used to map back to one of the commercial rules and you could easily bring them up. Now you have to ask each and every time.

IIRC, Red Roo did promise to take that issue back to Mascot - no online fare rules for MASA.

That was some time ago.

Hello...... Red Roo, any update for us in 2014 ???

I have cancelled a number of JASA's recently and all were 100% refunded (even though the agent always said there would be a penalty). We are talking something like 6-8 JASA and 1 FASA that I cancelled.
 
I have been told that my MEL-LHR JASA would be fully refundable but that there would be a HKD1000 fee to cancel my HKG-SYD FASA.
