I was wondering, hypothetically, if one were based in DXB and wanted to continue as a QFF, could you buy QF coded EK tickets to place like Manchester, other parts of Europe and Africa out of DXB. The QF website doesn't allow it, but could other websites/TAs arrange?

AFAIK QF does not have 5th freedom rights ex DXB.

PAX next to me on QF9 (DXB-LHR) had bought a LHR-DXB return. Do you mean QF can't sell DXB-LHR (or anywhere else other than AUS)? Were they on EK tickets perhaps?

They can only sell DXB-LHR and DXB-Australia.

It seems There are less restrictions in relation the the freedoms of the air/cabotage when it comes to International itineraries.

I don't believe so. 5th freedom would cover Qantas being able to sell DXB-LHR-DXB flights. EK use sixth freedom by transporting pax from for e.g. Europe to Australia with a stop in their HOME country (DXB).
 
In my view this is a significant shortcoming of the deal. I should be able to fly to DXB from elsewhere on EK or a oneworld carrier and get on a QF codeshare.
 
Interestingly, when I used ITA Matrix to search for DXB-HKG flights one of the examples was QF code on EK DXB-BKK and then RJ BKK-HKG. So DXB-Asia seems to be ok.
 
I have a similar quandary. I would like to use my QF FF points to buy J Class EK, SYD/DXB One way, stop over, then ECY, DXB/IST OW with EK, pay with Credit Card (not using points) buying on line from Australia.
Can I use the EK web site to do this, or do I have to go through QF web site to use my QF FF Points on a One World Carrier like EK ?
Another problem I have with QF web site is that is doesn't show me what seats I can choose until after I pay for my tkt.( at least it seems to be like this ).

Get a subscription to Expert Flyer or KVS to pre check seat maps.

Another way is the choose Bpay if available - sometimes you can select seats before paying.
