Multi city award issues Penang and others not accepted

Not sure if its glitch or not. Want to do a Mel to Sin to Penang trip. Individually the sectors show as having award availability on QF and Jetstar Asia respectively but when I try to put it into 1 booking (less than 2 hour transit in Sin) it states that Penang is not a classic reward city. Any thoughts?

They shouldn't do if you can't actually book online!

Otherwise, have you tried doing it as a multi-city booking?
