hi, I just reached gold, and I'm wondering even if I'm not flying but my spouse is (Jetstar), can I get them and myself in to the Qantas club lounge prior to departure (domestic)

No. You have to be flying. On a domestic flight the member must fly and their guest doesn't have to so out of luck this time.
 
I am unsure if a partner card can be bought if the other member is a Gold status member? It's not exactly the same as a lounge member.

Gold and above includes Qantas Club membership. You certainly can purchase a partner card as a Gold status member :)
