I came out of T3 tonight to catch a cab at 6.45pm and it wasn't looking good. It appears that the traffic couldn't exit the airport for some reason - it was backed up to the terminal, so even if you get a cab you couldn't move. I was in the queue for 5 min and then bolted and got a train to the city where I grabbed a cab. I suspect there maybe an unforeseen issue with the change.

The issue would be the light phasing at both Seventh St & Qantas Dve and possibly Robey St & O'Riordan - if the allowance for vehicles to get out at Seventh/Qantas is not long enough then it will be what generates the bank ups, as well as the default setting at Robey & O'Riordan prioritising traffic that wants to go straight along O'Riordan (i.e. from airport to city and v.v.). Also the requirement for vehicles who want to head east towards Southern Cross Drive (eastern/southern suburbs) to head through two sets of lights (rather than turn right from Qantas Drive straight onto Joyce) would probably be generating issues as well.

Is there a left hand slip lane (turn left any time w/care) from Seventh onto Qantas?

To be honest, the issues in accessing the airport precinct (one intersection in, one intersection out) are not going to be greatly solved by this change. The Port Botany railway bridge over O'Riordan Street and Robey Street also means that you don't have the option of an elevated solution.

It'll be interesting to see if this does work better once it's bedded down, but I'm not holding my breath.

Considering traffic heading straight on or turning right at the exit gets blocked by another set of light slightly down those 2 roads, I can't see how the situation can be improved. Whoever designed this didn't bother to look what happens after the vehicles get out of Seventh.

Will be a pain during construction but brilliant once built
It has been a pain during construction. Will see the new road in 2 days time.

Hopefully this will reduce the time it takes to get into the domestic airport. I am either getting dropped off or picked up and at times getting into the domestic airport is painful. On more than one occassion I have gotten off at Qantas drive and walked to T3.
