Use of Qantas Business Lounge Complimentary Pass in DXB

Are about to gift our daughter and son in law our annual complimentary Qantas Business Lounge passes. They'd like to use them in DBX, however their onward flight is ticketed EK, even though booked using QFF points.
I am confused after reading QFF T & C's. The blurb on the Qantas/Emirates partnership is geared toward actual Qantas Club members. Would welcome any advice or personal experience as to whether they can indeed use the Qantas Business Lounge in this case.

You can only use them at qf operated lounges excluding Lax.
So DXB is Emirates operated so you cant use them.
