I was a little bemused earlier after disappointingly not getting the business upgrade via a minimum cash only offer to sit down in 4C to see a half-full business class. I cannot understand why they wouldn't accept it with so much capacity - does anyone have any insights into their logic?

I assume this is a 737 given you have 4C? If it's domestic, they could've been holding onto spots for operational purposes that turned out unnecessary at the absolute last minute? Or maybe a CL and buddies hold? Ultimately we'll never really know.
 
I'm not confident on this, but I think it's possible cash bid upgrades cannot clear last-minute, whereas Classic Upgrades (points) can. Therefore if anyone cancelled or changed flight last minute, that inventory wouldn't be released to you because the cash upgrades were already processed.

If you had a points upgrade put in and selected the "upgrade at the gate" option, I suspect you may have been upgraded in this instance.

From what the OPs have said about the VA process, And if I read between the lines
There is a minimum $ bid because the bidding has to start somewhere but that basically is below the QF floor price SO no they aren’t gifting the seat away for the “bare minimum”. IT IS AN AUCTION after all
AND The VA crowd suggested the minimum is insufficient anyway. Which given your experience is the same here

You have been outbid emails …but if there’s 4 spare seats and 3 bids that can be true without being reality
I also suffered the your credit card details don’t f work email too
