Ultimate Card Value

Last time I looked up my redemption booking (when I had the Ultimate Card), my PER-MEL-PER flight had a fare of $550, so it can be a worthwhile thing if you do the trans-con flights.
 
Note that east coast residents can book the PER flights, but they must be originating in PER.
 
Has this policy changed recently? Last time I redeemed this flight (September 08) they would not allow me to redeem a flight combination originating in Perth because I did not live there...

Long story short I got around this contraint and was ticketed using Perth (not as origin). Use your imagination...

I never had an issue when I redeemed Sept last year.

I have a question regarding this card - is it considered "higher" than the Platinum card? Can one expect all the same services of Platinum such as concierge service, extended warranty, buyer protection etc?

I'm a little confused by the Ultimate branding for this card, especially as the product pages do not clearly explain ALL the benefits.
 
Just higher points per dollar spent.
No concierge service but that was useless when I had platinum.
A free flight a year covers off the annual fee.

Has the concierge service improved for platinum AMEX?
