If one has a smartphone, I would download the subway map app and there is usually free wifi in many places, so a quick check on google maps can also be very useful.
 
When is low tourist season ?

Well peak season in Europe is summer (mid-June to mid-September) so outside that things are a little less frantic. But even in the summer shoulder periods (eg Sept-Oct and May-Jun) you will get sizable queues forming outside the Louvre/Musee D'orsay, so buy your passes online in advance.
 
Both are fantastic cities. If you've only got a few days to spare maybe London....Paris needs time to do it well.
 
Don't have much experience in either (5 days in each) but much preferred Paris. London was too much like home.. perhaps because they speak English? :)

London is great but Paris i something special. I never grow tired of Paris sigh!

Having wandered round both cities on my own for several days, and I wasn't spending money on any attractions, I would go,back to Paris and keep wandering in a heartbeat.
(Without taking anything away from London)
 
I have 13 hours stopover there soon, hope for nice sunny weather to enjoy a day in the city.
