SYD Domestic Check in Opening Time?

SYD T3 opens 4:00am but check-in does not open until 4:30am. Have been here since 3:50am. Cannot use bag drop.

Is this SYD airport or a Qantas restriction?

From exprience QF check in opened 6 hours prior departure for domestic ... So, I want to say it's an airport restriction? even if airline staff were around to open the counter, airport might have some rules around this?
 
I'm not so sure.

SYD T3 opened 4:00am, any check-in and bag drop opened 4:45am and lounge opened 5:00am.

People with 6:00am flights stood there confused. The queue at counter check-in was 20+ deep for premium and basic economy and getting bigger. Lucky I was first in queue.

I don't think check-in and lounge are restricted by airport. I'm going to try and avoid early morning travel until things improve.
