Assistant Secretaries do not get Chairman’s Lounge. It is normally only offered to Head of Agency.

This specific question was asked by Centre Alliance Senator Rex Patrick to all agencies in Senate estimates a little while back.
As I said it must have changed because I can assure you I know multiple people at the AS level who had Chairman’s lounge if you go back 6 or 7 years.

Issues in terms of no availability for 'cheap' airfares?
The biggest problem we have in Canberra, is the FIFO workers who when they come into town book up all of the flights and hence there are no cheap seats. You need to check when Parliament is sitting and avoid the peak periods.
Expect to pay $800+ for the CBR-MEL leg, or $650 CBR-SYD in a Dash 8 during the busy times. Once when I had to travel at short notice to meet the last minute demands of a govt client, I used VA Bus as that was cheaper than QF Y

It tends to be FAS-Band 2/2-Star they go for these days. Band 1's seem to be out in the normal lounge these days.

Not surprised actually - when we first came to Canberra an AS was a really prestigious position and not that many of them. Between bracket creep and growth of the public service the number seems to have grown like topsy.
 
Here we go, today, between 4pm and 6pm, CBR-SYD, QF has cheapest price $450 and on two flights $657 - one way.

Meanwhile on VA, prices are $279 and $305, and a little earlier or later VA is still at $189. It is impossible to justify QF at those prices as a 'real' (i.e. not government) person.
